A sickle-shaped site beside the railway lines between Hamburg Central Station and the busy artery road Amsinckstrasse (90,000 cars/day) was to be built on. Besides office facilities, plans provided for two hotel buildings. This problem-fraught site gave rise to a design concept that envisaged creating a peaceful plaza within a strong peripheral belt of buildings, giving the inhospitable surrounding location an entirely new identity.
